Oakland Advances Historic Protections: The Unity Council Stands with Immigrant Communities

Oakland, CA — Community leaders, advocates, and residents gathered in late January as Barbara Lee signed executive orders directing City departments to strengthen protections for Oakland residents amid increased federal immigration enforcement activity. 

Speaking on behalf of the Protect Oakland Task Force, Caheri Gutierrez, Director of Fund Development & Communications at The Unity Council, addressed the essential role immigrant communities play in Oakland’s social, cultural, and economic fabric. 

“Immigrants are central to the strength and identity of this city,” Gutierrez said. “They are workers, caregivers, business owners, students, and community leaders who help Oakland — and our region — thrive.” 

Community Leadership and Collective Action 

Gutierrez emphasized the importance of local leadership standing firmly with communities experiencing fear and racial targeting as a result of federal actions. She uplifted the work of community-based organizations, labor partners, legal observers, and volunteers who have mobilized to protect residents, provide accurate information, and ensure accountability. 

The executive orders reaffirm Oakland’s sanctuary policies and make clear that City resources will not be used to support harmful federal immigration enforcement. As a member of the Protect Oakland coalition, The Unity Council joined community partners in advocating for these actions to ensure immigrant communities remain protected, informed, and supported. 

“The fear is real,” Gutierrez acknowledged. “But our message to the community is clear: do not be afraid — be prepared. You are not alone.”

The Unity Council Stands with our Immigrant Communities!

In late January, Oakland took a powerful step forward. As Barbara Lee signed an executive order strengthening protections for immigrant communities, voices from across our city came together to affirm a shared truth: immigrants are essential, resilient, and deserving of dignity and safety.
