We are proud to share that The Unity Council is featured in a newly released report from the UCLA Latino Policy & Politics Institute (LPPI) examining community-led economic development efforts in Oakland’s Fruitvale neighborhood.
The report, Building Stronger Communities: Insights from Local Economic Development Efforts in Oakland’s Fruitvale Neighborhood (August 2025), highlights Fruitvale as a powerful example of how culturally rooted, community-driven leadership can advance equitable economic growth — even in the face of structural disinvestment and crisis.
Elevating Fruitvale as a Model for Equitable Development
The UCLA LPPI report documents Fruitvale’s long history of organizing, coalition-building, and advocacy to ensure development reflects the needs and strengths of the community.
Among the key areas highlighted:
Community-Led Transit-Oriented Development
The Fruitvale Transit Village is recognized as a national model for equitable, transit-oriented development without displacement. What began as community resistance to a proposed parking structure evolved into a vibrant mixed-use development centered on housing, small businesses, health services, early childhood education, and cultural space — designed by and for the community.
Coalition-Based Crisis Response
During the COVID-19 pandemic, Fruitvale community-based organizations, including The Unity Council, reactivated longstanding coalitions such as the Resilient Fruitvale Collaborative. Through linguistically and culturally responsive outreach, testing, and vaccination efforts, local leaders ensured access to critical services for Latino and Indigenous residents, including Mam-speaking community members.
The report notes that Fruitvale was among the hardest-hit neighborhoods in Alameda County, underscoring the importance of community-rooted leadership during times of crisis. 2025 building-stronger_communit…
Culturally Rooted Economic Development
The research highlights how Latino-led organizations in Fruitvale center cultural fluency, language access, and community autonomy in their work. Rather than relying on top-down models, Fruitvale’s development strategy emphasizes empowering residents, supporting immigrant entrepreneurs, and ensuring that growth benefits generational families.
As the report concludes, equitable revitalization succeeds when driven by those closest to the challenges.
Affirming Decades of Community Leadership
Fruitvale is a majority-Latino, working-class neighborhood that has endured decades of redlining, environmental injustice, and economic exclusion. The report details persistent income and housing disparities, noting that median household income in Fruitvale is significantly lower than the county average, and that a majority of residents are renters. 2025 building-stronger_communit…
Yet the research also underscores the resilience and innovation of the community — from small business growth to collaborative public health interventions.
For The Unity Council, this recognition affirms a model rooted in comprehensive community development — integrating housing, economic opportunity, early childhood education, workforce development, and cultural celebration.
Community Power Is the Blueprint
For more than 60 years, The Unity Council has worked alongside residents, small businesses, and partners to ensure that investment in Fruitvale strengthens — rather than displaces — the community.
This UCLA report reinforces a core belief:
Community-led development is not only more equitable — it is more effective.
We are grateful to UCLA LPPI for lifting up Fruitvale’s story and for documenting the power of culturally grounded, community-based leadership.
